Hello Evan,

I don't think that is the case. Go-Open is the South 
African open source advocacy initiative that sponsored getting these materials 
online.

The OpenICDL project is an open content/courseware project. The aim is to 
develop courseware that can be used to prepare students for ICDL testing. To 
ensure the quality of such project is acceptable it is evaluated by the ICDL 
and hopefully accepted as official. In this respect, the OpenICDL project can 
be regarded as a courseware provider operating under the auspice of the ICDL. 

Again, it is the ICDL who keep quality assurance and ensure that only selected 
versions of the OpenICDL work are accepted as official releases. For this 
reason the project has two licenses:
* Development version is under CC-BY-SA, does not carry the offical ICDL logo.
* Released versions are licensed under CC-BY-ND, do carry official ICDL logo.

This is how I understand it, if I have explained this wrong, I am sure that 
somebody from ICDL in Africa or Go-Open will be able to comment :-)
