It's more complex than that - I'm a Scot transplanted to sunny South
Africa (the surname gives it away) :-)

I'd say the LPIC-2 can figure it out, design it and build it. He can
write down what he wants, so that the LPIC-1 can implement it. To do
this the LPIC-1 only needs understand exactly what
192.168.1.0 <255.255.255.128> or 192.168.1.1/25 mean. Testing of the
deeper understanding of why we are doing it that way on this network
at this time is deferred to LPIC-2.
Having said that, it turns out that most of the LPIC-1s I know do
understand the issues of multiple subnets...
