At the risk of causing apoplexy in some folks, I submit that Level 3 be
a CCIE-like arrangement, you have to pass the 1 written exam and then
you can do your practicum at a trade show with the other hopefuls.

There, that's the best of both worlds, filter them through Level 1,
Level 2 and then in Level 3 hit 'em with the 1-2 punch of CBT and Lab.

I'd buy that for a dollar.
